Russian President Vladimir Putin has proposed Defense Minister Sergey Shoigu be appointed as the secretary of the Russian Security Council.
                
Russia&#039;s presidential office made the announcement on Sunday.
                
Putin has been working on a Cabinet reshuffle since he was sworn in for his fifth term on May 7. He has submitted new appointment proposals to the upper house of parliament.
                
Shoigu has headed the defense ministry since 2012. He will be replaced by acting First Deputy Prime Minister Andrei Belousov, who has been in charge of economic policies.
                
Kremlin spokesperson Dmitry Peskov explained why Putin proposed the appointment of a civilian as defense minister.
                
Peskov said one who is more open to innovation, more open to the most rapid implementation wins on today&#039;s battlefield, and that the president decided to have a civilian head the defense ministry.
                
Peskov also cited Belousov&#039;s political career in economic areas as the country spends more on defense to continue its invasion of Ukraine.
                
Peskov also said that the Kremlin will soon announce the new appointment of the incumbent Security Council Secretary, Nikolai Patrushev, who will be replaced by Shoigu.
                
Putin has also proposed that Foreign Minister Sergey Lavrov remain in the post and the Chief of the Russian Armed Forces General Staff, Valery Gerasimov, also continue serving in the post.
                
It remains to be seen whether the new lineup that Putin has proposed could have any impact on the war in Ukraine.
