Police say the suspects, including a 29-year-old man, broke into the shop by smashing a window and took the cards last July.
The stolen cards are reportedly worth a total of over 100 million yen, or about 665,000 dollars. Some are apparently priced at up to around 40,000 dollars.
Police have also arrested another man on suspicion of selling some of the cards.
