The leaders of the Asia-Pacific Economic Cooperation forum, or APEC, have adopted a joint declaration at the close of their two-day summit in Thailand.
The statement released on Saturday, the final day of the first in-person APEC summit in four years, was announced by meeting chair Thailand.
The declaration says, "Most members strongly condemned the war in Ukraine." However, it acknowledges there were a range of opinions over Russia's invasion of Ukraine.
The statement says there were "other views and different assessments of the situation and sanctions." The United States, Japan and some other members generally condemned Moscow's actions, in contrast to views expressed by Russia and other countries that are not participating in sanctions. The statement noted that APEC was not the forum to resolve security issues.
