US President Joe Biden has delivered a foreign policy speech ahead of the expiration of his term early next week. He stressed the importance of multinational cooperation, with an eye on the &quot;America-first&quot; approach of his successor, Donald Trump.
                
Biden spoke at the US State Department in Washington on Monday in front of officials and others, recalling the diplomatic achievements of his administration.
                
He said: &quot;America is stronger. Our alliances are stronger&quot; compared with four years ago, while &quot;our adversaries and competitors are weaker.&quot;
                
As for the Indo-Pacific, the outgoing president said his administration created new partnerships while making existing ones stronger in order to &quot;challenge China&#039;s aggressive behavior and to rebalance power in the region.&quot;
                
He noted the trilateral partnership between the US, Japan and South Korea among the new frameworks established.
                
Biden said such multinational cooperation led to greater security and vibrant economies in Europe and elsewhere as well.
                
Biden said he had held telephone talks with Israeli Prime Minister Benjamin Netanyahu and leaders of Qatar and other parties mediating ceasefire and hostage-release negotiations between Israel and Hamas.
                
Biden said that, throughout many years of public service, he learned to &quot;never, ever&quot; give up.
                
He said, &quot;we are working urgently to close&quot; a deal, showing his stance to work to help realize a truce until the very end of his term on January 20.
