North Korea has announced that it will convene a meeting of its Supreme People's Assembly on Tuesday. Attention is on whether North Korean leader Kim Jong Un will attend and address the assembly. He recently visited Russia for the first time in four years.
The North's highest legislative body meets once or twice a year to discuss the country's budget, laws and other matters. The last meeting was held in January.
Representatives from across the country are expected to discuss personnel matters during the planned meeting. They will also likely approve irrigation-related legislation in a bid to revamp the country's farming industry. State television on Monday aired a video of rice harvesting and urged people to join the effort to reinvigorate agriculture.
Kim took a special train to Russia on September 12 and spent almost one week there, meeting with Russian President Vladimir Putin and inspecting a fighter jet manufacturing factory and the Russian Navy's Pacific Fleet. Kim and Putin agreed to step up strategic cooperation.
If he opts to address the assembly, Kim may refer to North Korea's relations with Russia, its nuclear and missile development programs, and a third launch of a military reconnaissance satellite that Pyongyang said it will attempt in October.
