The president delivered a speech on Thursday in the southern Philippine city of Davao. He was at a groundbreaking ceremony for the construction of a bridge between the city and Samal island.
The 4-kilometer bridge project is funded through a loan from China worth 350 million US dollars.
The Philippine leader said he extends his congratulations for the "successful conduct" of the Communist Party Congress that wrapped up last weekend. Xi secured a historic third term.
But meanwhile, the two countries are still locked in a territorial dispute in the South China Sea.
