A US think tank says Russia may be withdrawing its troops from the southern Ukrainian region of Zaporizhzhia amid counteroffensives by Ukraine. The Institute for the Study of War said on Thursday that the Ukrainian General Staff reported Russian forces "withdrew or are currently withdrawing personnel" from some parts of Zaporizhzhia, which Russia annexed after its invasion of Ukraine. The institute noted that those movements may suggest Russian forces cannot defend critical areas amid increasing Ukrainian strikes on them. Meanwhile, the outlook for talks between the United States and Russia remains unclear. At a news conference on Thursday, US President Joe Biden was asked about whether he intends to meet with Russian President Vladimir Putin. He replied, "I'm prepared to speak with Mr. Putin if in fact there is an interest in him deciding he's looking for a way to end the war. He hasn't done that yet." Russian Foreign Minister Sergey Lavrov said on Thursday it is impossible to discuss strategic nuclear stability with the US while ignoring everything that is happening in Ukraine.
