North Korea says its leader Kim Jong Un has indicated that Pyongyang will "faithfully" implement the agreements it reached with Russia at a summit last month.
Kim met with Russian Foreign Minister Sergey Lavrov on Thursday. It was Lavrov's first trip to North Korea in five years.
The North's ruling Workers' Party newspaper, Rodong Sinmun, published a report about the talks on Friday.
The newspaper reported that Kim "expressed the steadfast stand of" Pyongyang and Moscow to work out a stable, forward-looking, far-reaching plan for the DPRK-Russia relations in the new era by faithfully implementing the agreements made at the summit.
Kim and Russian President Vladimir Putin met at a space center in Russia's Far East in September.
The report said Kim and Lavrov frankly exchanged views on important matters of mutual concern to the two countries. They also reportedly agreed to actively cope with the international situation and expand bilateral ties in all fields. The report added that the two had reached a consensus.
The paper also published a report about Lavrov's meeting with his North Korean counterpart Choe Son Hui.
The ministers are said to have discussed cooperation "in all fields, including economy, culture and advanced science and technology." The report also stated that the foreign ministries of North Korea and Russia signed a plan to carry out exchanges from 2024 to 2025.
The paper did not mention whether Putin will visit the North.
The United States is concerned that Pyongyang is seeking military support from Moscow in return for munitions and other supplies.
