The Tokyo Metropolitan Government has begun issuing partnership certificates to couples who are members of sexual minority groups. The new program, which started on Tuesday, is aimed at helping create a more inclusive society. Some couples who received certificates held a news conference at the Tokyo Metropolitan Government building on the same day. Yamamoto Soyoka, who is 37 years old, said she is happy that the relationship with her partner has been recognized by society. She said that when she was hospitalized for emergency care, her partner was not treated as a family member by rescue crew members. She said the certificate will help others understand their relationship. People aged 18 or older are eligible for the program. At least one partner must live in Tokyo or commute to the capital for work or school. People with certificates will be able to receive administrative services, including those for public housing. The program will also allow sexual minority couples to access commercial services such as housing loans and family discounts for mobile phone plans. Tokyo government officials say the entire process up to the issuance of the certificate can be carried out online to protect applicants' privacy. The officials say 177 couples filed for the certificate since applications were first accepted in October until Tuesday morning.
