Tokyo's Shibuya Ward is to launch a multilingual campaign to appeal for good behavior at Halloween.
A large number of revelers gather around Shibuya Station during the Halloween period every year. Ward officials were concerned about potential trouble and called on people not to visit Shibuya to celebrate Halloween last year.
Shibuya Mayor Hasebe Ken told a news conference on Thursday that the ward will not repeat last year's appeal. He said the ward will urge people in English, Chinese and Korean to behave appropriately, and avoid public drinking, smoking and throwing away trash.
Hasebe said the area around the Hachiko dog statue will be closed from October 30. He also noted that the ward will ask retailers around the station to refrain from selling alcohol. It will also restrict traffic and the use of stand-up electric scooters.
The mayor pointed out that the number of problematic acts has been on the decline thanks to a range of measures. He said the ward does not want troublemakers, and he hopes people will enjoy themselves safely and have a good Halloween while observing the rules.
Neighboring Shinjuku Ward will also restrict drinking on the streets in and around the Kabukicho entertainment district on Halloween night. Retailers in the area will be asked to refrain from selling alcohol.
