The governing body of a UN aviation agency has determined that Russia is responsible under international law for the downing of a Malaysian Airlines aircraft in 2014. Flight MH17 was heading to Kuala Lumpur from Amsterdam when it was struck over an area of eastern Ukraine controlled by pro-Russia groups. All 298 people on board the plane were killed. A Dutch court determined in 2022 that the attackers used a missile system brought from Russia. Moscow denies involvement. The International Civil Aviation Organization ruled on Monday that Russia failed to uphold its obligations under international air law. It found that the shooting down of the aircraft using a missile breaches a civil aviation treaty requiring member states to refrain from using weapons against civil aircraft in flight. The case against Russia was brought by the Netherlands and Australia in 2022. Scores of people from the two countries lost their lives in the incident. Australian Foreign Minister Penny Wong welcomed the decision saying that this is a historic moment in the pursuit of truth, justice and accountability for the victims and their families. She urges Russia to face up to its responsibility and make reparations under international law.
