Tokyo's Shibuya Ward has been asking people not to come to the area on Tuesday for Halloween festivities. Crowds appear to be getting out of hand near Shibuya Station around this time of the year. The ward's attempt to dissuade revelers from visiting the neighborhood is intended to prevent large crowds that would raise the risk of accidents. Officials are expecting Shibuya to have a large number of visitors on the day of Halloween. They are restricting drinking on the street under an ordinance and are asking retailers to refrain from selling alcoholic drinks around Shibuya Station. These measures will be in place between 6 p.m. on Tuesday and 5 a.m. on Wednesday. The ward says it will have security staff patrolling the streets of Shibuya during the night.
