Ukrainian media say President Volodymyr Zelenskyy will present to the country's parliament a "Victory Plan" which he says is aimed at ending Russia's invasion of Ukraine.

Zelenskyy visited the United States and European countries, including Britain and France, in September and October, and explained the plan to the countries' leaders.

Ukrainian media reported on Monday that Zelenskyy will address the parliament on Wednesday. The plan has not been made public so far.

The media also said Zelenskyy is scheduled to speak at a summit of the European Union in Brussels on Thursday and Friday. He is expected to present the plan to EU leaders.

On Monday, Zelenskyy said in a video speech that he was briefed by Ukraine's intelligence services that North Korea was involved in Russia's invasion. He added that Russia's relations with some other countries are helping prolong the invasion.

Zelenskyy stressed that "Whoever helps Russia, we will respond as toughly as necessary to defend Ukraine."
