A North Korean media outlet has stated that the October 4 firing of a missile, which flew over Japan, was a warning to the nation's "enemies." It added that "whether this warning will lead to a real result or not entirely depends on the attitude of the hostile forces including Japan." The state-run Korean Central News Agency issued a commentary on Japan on Wednesday. It accused Tokyo of being complicit in what it called very dangerous military maneuvers that were carried out by the United States and South Korea, including preemptive nuclear attack drills. The commentary also mentioned that Japan used its nationwide J-ALERT emergency warning system to issue an alert on November 3, when Pyongyang launched a ballistic missile. The commentary also contended that Tokyo tried to create a false impression about what it described as the firing of a missile in accordance with a normal weapons development program. The leaders of Japan, the US and South Korea condemned the launch of an unprecedented number of ballistic missiles by North Korea this year during their summit meeting on Sunday. They also agreed to step up security cooperation.
