Japan's transport ministry says a runway at Tokyo's Haneda Airport will reopen as early as Monday following Tuesday's collision between a passenger plane and a Coast Guard aircraft. Runway C is one of four at Haneda. Without it, the airport's flight capacity has been reduced to about 70 percent. The ministry said a reopening of the runway would see capacity recover to about 90 percent when there are southerly winds, and about 100 percent when there are northerly winds. The ministry also says damaged lighting along the runway will take up to one month to repair. The ministry says low-altitude routes over central Tokyo that were introduced four years ago cannot be used for the time being. Instead, more aircraft will fly over Chiba Prefecture at low altitudes. Transport minister Saito Tetsuo asked people in Chiba for their understanding.
