Estonian Prime Minister Kaja Kallas says Hungary and Slovakia are not supporting the European Union's plan to provide financial aid to Ukraine.

The prime minister was speaking to reporters on Friday. The EU held a summit in Belgium on Thursday and Friday. The leaders discussed a plan for financial support worth up to 50 billion euros, or about 53 billion dollars, for Ukraine over the four years from 2024. They also spoke about an EU budget to facilitate it.

Hungarian Prime Minister Viktor Orban, who takes a pro-Russia stance, spoke in a radio program on Friday morning. He said Europe's strategy was based on Ukraine winning the war, but he said that strategy won't work, and so there is no reason to send money to Ukraine.

Slovakia's Prime Minister, Robert Fico, took office in October after calling for an end to military aid to Ukraine. He said on social media they need guarantees that financial aid would be used properly, citing corruption in Ukraine.

The EU is seeking an agreement by the year's end, but it requires the backing of all member countries.

Observers say the stance of the two countries could shake the unity of the EU.
