A gunman opened fire on Kurdish facilities in central Paris on Friday, killing three people and wounding three others.
The shooting occurred at a cultural center, a restaurant and other locations in a busy neighborhood about one kilometer from Gare du Nord train station. Many shops in the area are run by Kurdish owners.
Authorities say the suspect was caught on the spot.
They also say the 69-year-old is a French national who was detained last year for attacking people with a sword at a migrant camp in Paris. He was later released.
French Interior Minister Gerald Darmanin says the shooter acted alone and was "clearly targeting foreigners".
A woman whose parents are Polish and Senegalese said she doesn't feel safe, and that the victims could have been anyone.
A Muslim immigrant from Tunisia said he couldn't understand why the shooter had been released from detention.
He said authorities should have monitored the man after he was freed.
A woman who works nearby said she was concerned about the bereaved families and French society as a whole.
