Russian leaders have made their neighbors in Central Asia nervous, first with the invasion of Ukraine and then with their rhetoric. European Union officials see the situation as an opening. European Council President Charles Michel traveled to Kazakhstan for a summit with five Central Asian leaders. He said, "Today's meeting is much more than just a policy dialogue between two regions. It's a powerful symbol of our reinforced cooperation and a strong signal of the EU's commitment to this region." Western sanctions on Russia have forced European leaders to explore other sources of energy. They've already agreed to cooperate with partners in Kazakhstan. Kazakh President Kassym-Jomart Tokayev said, "We also affirm our intention to strengthen the strategic partnership within the framework of our enhanced agreement." Kazakh leaders rely on investments from Europe. However, many of their transport routes run through Russia, so they are exploring new ways to export oil and other products.
