Ukrainians have spent a week rebuilding after Russian missiles crippled the country's energy grid. They are now bracing for another attack. But Ukraine's allies say more help is on the way.
NATO foreign ministers are holding talks on Tuesday and Wednesday in Romania. The head of the alliance says they will discuss how to stop Russia from freezing Ukraine into submission.
NATO Secretary General Jens Stoltenberg said, "The message will be that we need to sustain and step up our support, not least when it comes to, for instance, air defense systems to help Ukraine defend themselves against all the air ... attacks they are now facing."
Ukraine's defense minister says Russia has launched over 16,000 missile attacks over the past nine months. He says 97 percent of targets have been civilian.
President Volodymyr Zelenskyy has called on people to band together ahead of more devastation. Zelenskyy said, "We understand that terrorists are preparing new strikes. We know that for sure. And as long as they have missiles, they won't stop, unfortunately."
The US-based Institute for the Study of War says there are signs another wave of strikes could be imminent. The think tank quotes a Ukrainian military official who says the Russian navy moved a new missile carrier into the Black Sea on Monday. With winter coming, analysts say Moscow is trying to maintain its pace of attacks to keep pressure on Ukraine.
