The ongoing civil war in Syria is making relief efforts difficult after a round of devastating earthquakes. In Damascus Tuesday, Japanese Red Cross Society representative Matsunaga Hajime described the difficulties. Matsunaga said: "Things here were quite chaotic. There were conflicting reports.
