A: Hey there, Katsu-san! Did you hear about the tragic incident in Hong Kong?
   B: No way, Shiro-san! What happened?

A: There was a massive fire in an apartment complex that killed over a hundred people and many are still missing.
   B: Oh no... I'm so sorry for those who lost their lives. But what caused the fire?

A: They were doing renovations, and it looks like they used some flammable materials which might have helped spread the flames.
   B: That's scary! The residents had been complaining about these materials, but the authorities didn't seem to do anything, right?

A: Exactly! Residents say they repeatedly brought up their concerns about using flammable stuff, but no action was taken. Even after the fire started, inspectors found out that some materials didn't meet fire-safety standards.
   B: Wow, that sounds pretty serious... I wonder what the government has to say about it.

A: Well, they're not admitting any fault, but they are criticizing the construction company for using substandard materials in hard-to-reach areas.
   B: That doesn't make much sense to me... If the authorities knew about these flammable materials, shouldn't they have ordered them to replace it?

A: Absolutely! An architect who has been working with residents on this matter agrees that the government should have taken appropriate steps. He believes one of the reasons for the fire was because the government didn't take any action despite the concerns about a potential fire.
   B: This is really upsetting... I hope they learn from their mistakes and make things right for the victims and their families.

A: Agreed, Shiro-san! Let's keep them in our thoughts and hopes.
