The United Nations says more than 12,000 civilians have been killed since Russia's invasion of Ukraine began nearly three years ago. The Office of the High Commissioner for Human Rights says in a report that in Ukraine and Russia, a total of at least 12,340 civilians had been killed and 27,836 had been injured between February 2022 and November 2024. The OHCHR says the majority of the verified civilian casualties occurred in territory controlled by Ukraine. The office says that in the part of the Kherson region controlled by the Government of Ukraine, drones equipped with cameras which provide their operators on the ground with real-time direct view of potential targets are used to attack civilians. The OHCHR says that it is "deeply concerned by the impacts on civilians of the increased use of drones and the use of new weapons." The governor of Zaporizhzhia in southern Ukraine says that 13 people were killed and 113 others were wounded on Wednesday, when Russian forces attacked the region with glide bombs. Ukraine's President Volodymyr Zelenskyy said in a video message that he will attend an international conference to be held in Germany on Thursday to discuss military assistance to Kyiv. He said that Ukraine's key priority is to further strengthen its air defense, to give the country the ability to at least push Russian military aircraft away from its cities and borders.
