The Qatari Foreign Ministry spokesperson, Majed Al-Ansari, said the mediators have received a "positive response" from Hamas, but they were still awaiting Israel's answer.
He warned that failing to reach a deal could lead to a worsening humanitarian catastrophe.
Israeli media said the government is continuing to demand the release of all the hostages in one phase. Israel says Hamas holds 50 hostages, and around 20 of them are believed to be alive.
The Israel Defense Forces are expanding their assault on Gaza. The IDF Chief of the General Staff Eyal Zamir said on Sunday that Israel will continue waging its military campaign until Hamas is decisively defeated.
