The state disaster risk reduction and management office said two of the casualties and those injured occurred in Central Visayas.
Meanwhile, the two other storm-related fatalities involved a 57-year-old man who was electrocuted and an 8-month-old toddler who drowned in the northern city of Naga, police say.
Government work and classes in the capital and nearby provinces have been suspended.
The bad weather forced the cancellation of several domestic flights. While hundreds of ferry passengers were left stranded at various ports.
Philippine President Ferdinand Marcos Jr. says the government is monitoring the situation and is ready to help people affected by the storm.
