North Korea is set to hold a key parliamentary meeting on Tuesday with representatives from across the nation in attendance.
                
The Supreme People&#039;s Assembly meets once or twice a year in Pyongyang to discuss the country&#039;s budget, legal revisions and personnel appointments.
                
At the previous meeting in September, the assembly adopted legislation setting conditions for using nuclear weapons.
                
This time, it is expected to adopt a budget plan based on the nuclear and missile development policy announced by leader Kim Jong Un.
                
In the plenary meeting of the ruling Workers&#039; Party of Korea&#039;s Central Committee in late December, Kim said that the country will develop a new intercontinental ballistic missile in 2023. This year marks the 75th anniversary of the country&#039;s founding.
                
He also said that North Korea needs to mass-produce tactical nuclear weapons and &quot;exponentially&quot; increase production of nuclear warheads.
                
Kim has expressed clearly his hostility against Washington, saying it is trying to form a new military bloc with Japan and South Korea. Attention is focused on whether he will deliver a speech at this key parliamentary meeting.
