The war in Ukraine has put European energy reserves in short supply. Russian authorities have already cut their exports to the region by two-thirds. Now, European Union leaders are trying to make sure they have enough fuel to get through the winter.

The leaders met for a two-day summit in Brussels and debated whether to impose a cap on gas prices to protect their economies, and their people, from further hikes. But they remain divided. Those from the Netherlands and Germany fear a cap could further dampen supplies.

Still, they say they are confident people in Europe will see the effects of their other efforts "very soon."

European Council President Charles Michel said he thinks they are sending a clear signal to the markets that they are ready to work together and that there is a strong political will.

The leaders agreed on creating a new price benchmark for liquefied natural gas. And they say they will continue to discuss joint purchases, which would allow companies to work together and increase their "common market power."
