Japan's industry ministry on Thursday lifted controls on exports to South Korea of three materials needed to produce products including semiconductors. Japan tightened the export controls in 2019. On the same day, South Korea's trade ministry announced that the country withdrew a complaint that it filed with the World Trade Organization in response to the tighter Japanese measures. The Japanese ministry has now announced that Japanese firms and others certified as having proper export controls in place for the three materials will no longer have to apply for permits to export to South Korea for 3 years in principle. The move follows a meeting between the two countries' senior officials earlier this month, the first of its kind in three years. The two countries' governments announced that South Korea will withdraw the complaint with the WTO, while Japan will review operation of controls on shipping high-tech materials to Seoul. Japan's 2019 measures covered exports of high-purity hydrogen fluoride, fluorinated polyimide and resists to South Korea. South Korea reacted to the tightened rules by filing a complaint with the WTO in 2020. Also in 2019, Japan removed South Korea from a list of countries entitled to simplified export procedures. Regarding the matter, Japanese officials say they will continue talks with the South Korean government, to decide whether to reinstate the country on the list.
