Japan's health ministry says it confirmed 20,243 new coronavirus cases in Tokyo on Wednesday.
That is down 943 from a week ago. This is the first time in 23 days that the figure has fallen from the same day in the previous week.
The ministry also confirmed 21 deaths.
The number of seriously ill patients on ventilators or ECMO heart-lung machines was 49, down three from Tuesday.
Nationwide, 216,219 new cases and 415 deaths were confirmed on Wednesday. The death toll was the highest ever for a single day.
