Philippine defense officials increasingly believe in the idea of safety in numbers. They're expanding their circle of friendly militaries, in the face of China's heavy-handed tactics at sea. Defense Secretary Gilberto Teodoro says Manila could soon allow the French, Canadian and New Zealand armed forces to operate in the Philippines through a series of pacts. The governments of those countries support Manila's claims in the disputed South China Sea by urging Beijing to follow international law. China has recently impeded Manila's attempts to deliver supplies to Philippine troops at an outpost in Second Thomas Shoal. Japan and the Philippines signed a landmark agreement earlier this month to enhance defense cooperation through joint drills. Manila also has a visiting forces agreement with the United States and Australia.
