Russian President Vladimir Putin has insinuated that Ukraine was involved in the shooting attack on a concert hall near Moscow, which Ukraine has flatly denied.
Ukrainian President Volodymyr Zelenskyy condemned Putin, saying he and others are trying to blame everything on someone else.
Gunmen opened fire at the concert hall in the city of Krasnogorsk, northwest of the capital on Friday. The building then went up in flames.
Authorities say several people in camouflage fatigues stormed the venue before the scheduled start of the concert.
The RIA Novosti news agency says at least three people opened fire, and that explosives were detonated.
Russia's investigative committee has said that at least 133 people died.
Putin said in a televised address on Saturday that 11 people, including four directly involved in the shooting, have been detained.
He said that they attempted to escape and were heading towards Ukraine. He added that, according to information, "a window was prepared for them on the Ukrainian side to cross the state border."
Zelenskyy condemned Putin in his address on Saturday.
He said that Putin remained silent for a day after the incident, thinking about how to link it with Ukraine, adding that everything is absolutely predictable.
The Amaq news agency, which is linked to the Islamic State extremist group, quoted sources as saying that the attack was carried out by the group's fighters.
It released photos of four people it says were responsible for the attacks.
The agency published an article saying it confirmed with intelligence sources that the attack was carried out against the backdrop of the intensifying conflict between the Islamic State group and countries fighting Muslims.
US White House National Security Council's spokesperson said in a statement that ISIS bears sole responsibility for the attack and there was no Ukrainian involvement.
The spokesperson wrote on social media that Washington had intelligence about a planned attack in Moscow.
She said this prompted the State Department to issue an advisory to Americans in Russia.
She also says the US government shared the information with Russia, in line with its longstanding "duty to warn" policy.
