The United Nations and humanitarian agencies have reduced the budget for Afghanistan's aid plan for this year. The UN says the revision came in response to the Taliban administration's restrictions on female aid workers. The UN Office for the Coordination of Humanitarian Affairs, or OCHA, said in a statement that humanitarian partners aim to support about 22 million people in Afghanistan this year. The revised budget for 2023 is 3.2 billion dollars, down from 4.6 billion dollars earlier in the year. Since the Taliban seized power in August 2021, they have imposed various restrictions, notably on the activities and education of women. The latest came in April, when they prohibited Afghan women from working for the UN, having already banned them from NGOs. The OCHA said the bans have added complexity to "an incredibly challenging protection environment," and made it even harder for partners to do their jobs. It added that Afghanistan remains one of the world's worst humanitarian crises, with two-thirds of the population in need of humanitarian assistance. It's not clear how much of the revised budget would be funded by foreign donors.
