Japan aiming for 'proposal type' assistance to developing countries NHK

The Japanese government is aiming to proactively propose assistance to developing countries, and not wait for requests from them.

The government made public a draft to revise its Development Cooperation Charter on Wednesday.

The charter sets the principles and guidelines of the country's Official Development Assistance, or ODA. The government has been working on the first review to the charter in eight years and aims to complete it by June.

The draft says the international community is facing multiple concurrent crises, including climate change and Russia's invasion of Ukraine. It argues that Japan's ODA is becoming increasingly important.

The draft calls on Japan to bolster 'proposal type' ODA, taking advantage of its technological strength.

The document also calls for assistance in both the tangible aspect, including providing equipment and constructing facilities, and the intangible aspect, such as human resource development.

With this policy, Japan's assistance can meet the needs of developing countries in a more strategic manner.

The draft also states that Japan gives full consideration to the debt sustainability of recipient countries, in contrast to China which extends loans to developing countries in amounts that often cannot be repaid.

Japan's ODA budget for this fiscal year is about 570 billion yen, or 4.3 billion dollars. In yen terms, that is half the peak in fiscal 1997, mainly due to the country's difficult fiscal situation.

The government aims to deepen ties with developing countries with more strategic assistance.
