Discussions are underway for G20 leaders to issue a declaration at their summit in Bali. A draft obtained by NHK says "most members" strongly condemned Russia's invasion of Ukraine. But it also shows consideration to countries not joining sanctions against Russia.

Leaders including US President Joe Biden and Chinese President Xi Jinping are attending the summit, which opened on the Indonesian island on Tuesday. Russian Foreign Minister Sergey Lavrov is participating in place of President Vladimir Putin.

A major focus of the gathering is whether members can agree on a concerted response to address the impact of Russia's invasion.

The draft says leaders reiterated their national positions as expressed at the United Nations and elsewhere. It cites a UN resolution that "deplores in the strongest terms the aggression" by Russia.

The document goes on to say, "Most members strongly condemned the war in Ukraine." But it also says, "There were other views and different assessments of the situation and sanctions."

The draft also notes, "The use or threat of use of nuclear weapons is inadmissible," and "Today's era must not be of war." Putin has suggested Russia could use nuclear arms over Ukraine.

Diplomatic sources say participants are discussing issues including whether to call the conflict in Ukraine a war. Host country Indonesia is seeking to release the declaration on Wednesday.
